JESTA to Be Introduced: Japan Moves Toward Pre-Arrival Immigration Screening

The Japanese government has officially decided to introduce a new pre-arrival screening system called JESTA (Japan Electronic System for Travel Authorization). The system will apply to short-term visitors from visa-exempt countries and is scheduled to begin operation during fiscal year 2028.

JESTA is primarily intended for short-term visitors, such as tourists, and is separate from work visas and student visas used by people who plan to work or study in Japan. Travelers will be required to complete an online application and obtain authorization before departure. Only those who receive approval will be allowed to board flights bound for Japan. In principle, travelers without authorization will not be permitted to board.

The introduction of JESTA is intended to address several challenges, including the growing burden on airport immigration inspections caused by the increasing number of international visitors and the need to prevent visa overstays. In particular, the government aims to strengthen pre-screening measures to identify individuals who may enter Japan as tourists but intend to remain in the country beyond their permitted period of stay.

For foreign nationals coming to Japan for employment, the impact of JESTA is expected to be limited. Most workers already go through immigration procedures in advance, including obtaining a Certificate of Eligibility and the appropriate visa before entering Japan.

With the introduction of JESTA, Japan's immigration management system will undergo a significant shift—from screening travelers upon arrival at the airport to conducting screening before they enter the country. As a result, the system is expected to influence both Japan's environment for accepting foreign visitors and broader international travel flows in the years ahead.

While JESTA is unlikely to have a major impact on those planning to work in Japan, travelers who wish to visit Japan for tourism should be aware that advance online authorization will become a requirement.
